POSITION OVERVIEW
The Procurement Director will own Harbor Health's end-to-end procurement workflow and operations, with accountability for intake, triage, vendor selection support, and procurement-to-contract execution. This role ensures procurements move efficiently through internal review and approval, with consistent governance, clear stakeholder coordination, and disciplined records management in a highly regulated healthcare environment.
This leader will drive process improvement and tooling, including leading or co-leading implementation of Ironclad as Harbor Health's contract lifecycle management platform with an emphasis on procurement workflow capabilities. The role will also support procurement integration work tied to mergers and acquisitions, including the integration of VillageMD assets and vendor arrangements into Harbor Health's procurement and contracting processes.
POSITION DUTIES & RESPONSIBILITIES
Operations & Workflow Management
- Own end-to-end procurement operations and day-to-day project management of the procurement lifecycle, including intake, triage, and management of procurement requests from submission through execution and ongoing tracking
- Serve as the senior accountable owner for procurement workflow governance, including standards for request intake, required documentation, routing, approvals, and timeline management across stakeholder groups
- Shepherd procurement requests through internal review and approval workflows, including coordinating with Finance and Legal and obtaining support from internal counsel as needed for contract review, negotiation strategy, and risk assessment
- Escalate items for leadership review and approval based on spend, risk, urgency, or policy thresholds, and ensure decision-ready summaries and supporting materials are complete and consistent
Sourcing & Vendor Management
- Support sourcing and vendor selection processes, including identifying sourcing options, coordinating vendor evaluations, managing RFP or competitive bid processes where appropriate, and documenting selection decisions
- Provide vendor negotiation support and coordination, including assisting with pricing discussions, terms alignment, renewal planning, and ensuring contract terms reflect the approved business and risk posture
- Support ongoing vendor management practices in coordination with business owners, including renewal management, issue escalation, and performance tracking where appropriate for key vendors
- Coordinate risk-based vendor due diligence in partnership with Legal, Compliance/Privacy, IT/Security, and clinical or operational leaders, including HIPAA and privacy/security review, data handling requirements, and business continuity considerations
Technology & Process Improvement
- Co-lead implementation of Ironclad as a contract lifecycle management tool, with an emphasis on procurement workflow capabilities, including intake forms, workflow design, routing, approvals, reporting, and user adoption
- Partner with the Legal function to migrate existing procurement and contract records into Ironclad and establish a centralized repository and consistent intake and tracking practices
- Establish and manage procurement records management and repository practices, including contract metadata standards, renewal and notice tracking, and version control
- Maintain and continuously improve procurement policies, procedures, controls, templates, and stakeholder workflows to increase consistency, reduce cycle time, and improve audit readiness
Change Management & Communications
- Deliver training and change management for stakeholders across the organization, including clear guidance on procurement requirements, use of Ironclad workflows, and expectations for timely review and approvals
- Develop operational metrics and reporting for procurement activity, cycle times, throughput, risk tiering, and stakeholder performance, and use data to drive continuous improvement
Mergers & Acquisitions Support
- Lead procurement integration efforts related to mergers and acquisitions, including aligning inherited vendor arrangements, rationalizing overlapping vendors where appropriate, and transitioning acquired assets such as VillageMD clinics into Harbor Health's procurement and contracting workflows
DESIRED PROFESSIONAL SKILLS & EXPERIENCE
Required Experience
- 8+ years of progressive experience in procurement, sourcing, procurement operations, or vendor management, including leadership responsibility for a procurement workflow in healthcare or another similarly regulated industry
- Demonstrated experience owning end-to-end procurement intake and workflow execution, including cross-functional coordination with Finance, Legal, IT/Security, Compliance/Privacy, Operations, and clinical or field leaders
- Strong project management skills with a track record of driving workstreams to completion, managing timelines, and keeping stakeholders aligned and accountable
- Proven ability to design and improve processes, develop policies and templates, establish controls, and create consistent stakeholder workflows in a fast-moving environment
- Strong writing and communication skills, with the ability to produce clear decision-ready summaries and to train stakeholders on workflows and requirements
- Bachelor's degree or equivalent practical experience
Strongly Preferred
- Hands-on experience implementing and administering contract lifecycle management or source-to-contract tools, with Ironclad experience strongly preferred
- Experience supporting or leading vendor negotiations and commercial coordination, including renewals and contract term alignment with internal risk and approval requirements
- Experience supporting procurement integration work tied to mergers and acquisitions, including onboarding acquired vendors and consolidating procurement and contracting practices
- Advanced degree or professional certification (for example CPSM, CPIM, PMP)
- Legal experience or comfort working closely with counsel on contracting (JD not required)
