The Clinical Partnerships and Strategy Lead is responsible for creating and managing partnerships that together achieve optimal outcomes, experience, and value. This leader is responsible for creating and managing a broad access network of providers and an aligned provider subset of that network (the “CIN”) that delivers superb care with less waste through coordinated care pathways and an aligned benefit design. Further, this role is responsible for managing provider contracting, provider relations, network development, provider education, and product and market expansions.

 

Our Clinical Partnerships and Strategy Lead will be responsible for:

Strategic Network Management:

  • Responsible for the development and delivery of the vision, strategy, business requirements, roadmap, and execution for the clinical partner network and CIN.   
  • Will deliver success through metrics that assess clinical network performance and optimization with data and overall program management.
  • Lead cross-functional efforts (with senior leaders of Benefits Company, Business Development, Clinical Operations and Growth) to ensure that the clinical partner network and CIN meet Harbor Health’s needs.
    • Evaluate and execute on sharing risk with clinical partners that provide high-value care.
    • Evaluate and execute on establishing bundled pricing for episodes of care (both procedure and condition-based).
  • Expand clinical waterfront – work with clinical leadership and executive team to develop plan for expansion both geographically and clinically – capital plan, projections, impact on marketability of CIN

Development, Delivery & Continuous Improvement of Aligned Provider Subset of the Network (the “CIN”)

  • Establish the CIN to support the Harbor Health Care Pathway clinical product set and benefit design.
  • Establish the CIN management objectives, and operational policies and procedures.
  • Support root cause analysis and develop targeted interventions designed to improve provider network performance in managing strategic effectiveness of the CIN 
  • Identify opportunities to improve processes and build best practices for efficient and effective translation of product strategy into clinically integrated care delivery networks.
  • Identify and manage relationships with providers who can participate in risk sharing arrangements.
  • Establish metrics for evaluation of performance of participants in the CIN
    • Establish criteria for qualification of providers to participate in the CIN – both logistically (e.g., data sharing, schedule sharing, etc.) and performance by condition set.
    • Ensure access and accessibility for Harbor Health members on Care Pathways
    • Support Clinical Management’s relationships with CIN partners
  • Partner with HH leadership to insure success in meeting: metrics for effectiveness of the Harbor Health Benefit plan design and application; total cost of care for populations and individuals; clinical outcomes for populations and individuals COC; the breadth and reach of the broad network; and capture of desired specific providers contracted with the CIN with enhanced contracts.

Successful Clinical Partnership and Strategy Leads will have:

  • 15 years of relevant healthcare experience, particularly with regard to physician groups taking risk
  • 5 years health healthcare partnership experience
  • Strong experience in developing and executing major strategic projects and initiatives in support of health plan and multi-specialty clinic operations
  • Ability to lead project teams and act as team player.
  • Demonstrated creativity in identifying and implementing solutions to complex, ambiguous issues.
  • Have the ability to partner in the development, management and operationalizing processes and workflows to maximize efficiencies.
  • Obtained an undergraduate degree.

Additional Skills & Experiences Preferred include:

  • Commercial, Medicare and Medicaid insurance experience with state and federal product filing
  • Network product form and material filings and compliance
  • Experience working with clinical care delivery teams
  • Experience developing and administering value-based payment arrangements

Physical Requirements of the role include:

  • Occasional light travel required
